The marketing and distribution of hydrocarbon products in Angola has been “completely liberalised,” the Ministry of Mineral Resources and Oil announced in a statement released in Luanda.
The document said that this decision is supported by the creation of the Oil Derivatives Regulatory Institute (IRDP), that the Oil Sector Organisation Model will be implemented by 2020 and that it is being coordinated by an Interministerial Follow-up Commission on the Readjustment of the Organisation of the Oil Sector.
This commission, according to the statement, is made up of the Ministry of Mineral Resources and Oil and the Ministry Finance, as well as Sonangol.
The new model stipulates that the National Oil and Gas Agency (ANPG), created this year, will take on the role of national concessionaire, along with the restructuring of Sonangol, focusing on its core oil and gas business and its value chain, as well as strengthening the role of the Ministry of Mineral Resources and Oil.
The ANPG founding plan and transfer of the role of national concessionaire, the document said, will be implemented in three phases, one of preparation, one of transition and a third for optimisation and conclusion.
The concessionaire’s core entities will be transferred from Sonangol to ANPG, according to a schedule in which ANPG will become responsible for the organisation, the processes and the workers, so as not to interfere in the management of the contracts with the operators. (macauhub)
