The Angolan government plans to launch an international public tender for the construction of the Soyo Refinery in Zaire province, the Ministry of Mineral Resources and Oil said on Monday in a statement issued in Luanda.
The tender will take place under Law No. 9/16 of 16 June, “Public Procurement Law”, applicable to the formation and execution of public works contracts, leasing or the acquisition of movable property and the acquisition of services concluded by a public contracting entity.
The ministerial statement said that the timetable for the presentation of the project and the starting date of the invitation to tender, the programme, the specifications and other parts will be announced shortly.
The launch of the international public tender for the construction of the Soyo Refinery follows Presidential Order No. 150/19 of 16 August, which also authorises the resulting expenditure.
Construction of the Soyo refinery is part of the government’s strategy for the oil and gas sector and is part of a programme that also includes the construction of similar facilities in Cabinda and Lobito, as well as the refurbishment of the Luanda refinery to meet domestic demand for fuel.
