11 December 2019

The deadline for submission of tenders for the international public tender for the construction of a refinery in Soyo, in Angola’s Zaire province, has been extended from 18 December to 30 January 2020, the Ministry of Mineral Resources and Oil said on Tuesday in Luanda.

The ministerial statement also said that the opening of tenders will be on 31 January 2020, the analysis of the proposals on 5 and 6 March 2020 and the announcement of the award on 31 March.

The international public tender was launched in Luanda on 24 October 2019.

Technical presentations, which started in Luanda, focused on attracting private investment to build and operate a refinery with the capacity to process up to 100,000 barrels of oil per day.

Construction of the Soyo refinery is included in a programme that also provides for the building of plants of this kind in Cabinda (60,000 barrels per day) and Lobito (200,000 barrels per day), in addition to the restoration and modernisation of the Luanda refinery, which aims to quadruple its capacity.
