24 July 2020

The Executive Council of the Government of the Macao Special Administrative Region (SAR) has completed the discussion on the draft administrative regulation for the “automatic recognition of Portuguese degrees and diplomas”.

In order to fulfill the obligations stipulated in the memorandum of understanding – signed in Lisbon on 15 May 2019 – between the Government of the Macao SAR and the Government of the Portuguese Republic on the promotion of automatic recognition of diplomas and degrees, the Macao SAR Government formulated the administrative regulation on the “automatic recognition of Portuguese degrees and diplomas”. The regulation illustrates the result of cooperation on higher education between the two governments.

The regulation stipulates that the Macao SAR will automatically recognise higher education degrees and diplomas awarded by tertiary education institutions in Portugal, allowing holders of bachelor, master, doctorate, or higher professional diplomas to enjoy the same rights as holders of corresponding higher education degrees and diplomas issued by institutions in Macao, provided that the programmes have similar level of education, nature and purposes. Holders of degrees and diplomas from institutions in Macao will also be recognised automatically in Portugal and be granted equal rights, after the accreditation mechanism takes effect.

The administrative regulation will enter into force on the day following its publication in the Macao SAR Gazette.
